Seems a generally good idea, though it it could negatively impact traffic at the Rte6/22 intersection and possibly Railroad avenue. Also impacts water usage... will this mean lower water bills for the village or will rates stay the same? Are there any expected benefits to the community or do we expect the tax revenue to provide enough of a boost to the community as is? Will this building house a single company or multi tenets?

I'm not sure how this makes sense. As a village business owner, if you want to invest in Village services - MOVE INTO THE VILLAGE!. We have plenty of places here for you to invest a million dollars and open up new store fronts. Giving away water use is giving away the golden ticket and is what the Village has to offer. If you want to keep the village as it is, give these rights away to those outside the village and annex. If you want them to invest, keep the rights and make them come inside Village boundaries. As this is the second business that wants water rights, it is obviously a valuable asset.
