Man Allegedly Uses Phone to Photograph Up Woman's Dress

A Southeast woman says she was harassed while shopping at a Patterson nursery Tuesday, according to officials.

New York State Police arrested and charged Danbury, Conn. resident Paul A. Windebank, 30, with unlawful surveillance in the second degree, a felony, and harassment in the second degree, a violation.

Sgt. David Claytor says police responded to a complaint of a man photographing up a woman's dress early Tuesday afternoon. According to the complainant, she had been bending over to pick up a flower when she felt something brush her leg.

When she looked around, she noticed a man with a cell phone in his hand, allegedly in the act of photographing her. The woman, who is in her 40s, confronted Windebank. She and store staff retained him until police arrived.

Later that day Windebank was remanded to Putnam County Correctional Facility, pending a future court date.

According to Claytor, the defendant was arrested and charged in 2005 with voyeurism in Connecticut, after a similar incident.
